Declaration and documentation are two things
The declaration of conformity under Annex VIII is an undertaking: the manufacturer declares that the packaging meets the requirements. The technical documentation under Annex VII is the evidence behind it — design details, materials, standards applied, test reports.
Both must be kept from the date of placing on the market: five years for single-use, ten for reusable packaging. If an authority requests them with cause, ten days remain. Reguly builds the dossier out of an existing declaration rather than keeping it separately.
