Packaging register

Anyone placing packaging on the German market must register with the LUCID packaging register and report quantities. Reguly walks you through onboarding, collects the quantities, creates the quarterly report as CSV and submits it — if you want — directly to LUCID.

What is the packaging register?

LUCID is the official packaging register of the Zentrale Stelle Verpackungsregister (ZSVR). Every brand placing sales, shipping or service packaging on the German market must register and report its quantities. Foreign brands are also affected as soon as they sell into Germany.

Consequences of missing registration: sales ban and fines up to €200,000 per violation. The packaging register is mandatory, not optional.

What can you do in Reguly?

  • Onboard LUCID registration: Step-by-step wizard that walks you through the first LUCID entry.
  • Capture quantities: Enter the quantity placed on the market per material and packaging type — either per product or as a total estimate.
  • Create quarterly report: Reguly aggregates your quantities per quarter and creates a report.
  • CSV export: Export the report as CSV — ready for manual LUCID input or automatic upload.
  • Direct submission: When your LUCID credentials are stored, Reguly can submit the report directly.

Step by step: LUCID onboarding

When you use Reguly for the first time and have no LUCID registration yet, start with the guided onboarding under PPWR → Packaging register → Onboarding.

    Check brand data

    Reguly uses the data from your brand profile (Master data → Brand). Make sure company name, address, tax number and contact person are correct.

    Identify materials

    Pick which packaging materials you place on the market (glass, paper, plastic, metal, composite). Reguly suggests options based on your product master data — you only confirm or extend.

    Open the LUCID registration link

    Reguly links you directly to the right LUCID form and shows your data side-by-side, so you can copy it 1:1. Saves searching and typos.

    Enter the LUCID number

    Once you receive your LUCID registration number, enter it in Reguly. From then on the registration is linked and every future report uses this number automatically.

Step by step: report quantities

    Open the quantities area

    In the dashboard under 'PPWR → Packaging register → Quantities'. Reguly shows all your products with packaging data and an input for the per-quarter quantity.

    Per product or aggregated

    You can capture quantities per product (precise but more effort) or aggregated per material (easy but less precise). Reguly recommends per-product capture — it is also audit-safe.

    Carry quantities from the previous quarter

    When little has changed, you can copy the previous-quarter values in one click and only adjust deviations.

    Generate the quarterly report

    Click 'Create report'. Reguly aggregates the data and creates a quarterly report. Before export you get a preview with a plausibility check.

    CSV export or direct submission

    Two options: CSV export for manual LUCID upload (safe, you control every step) or automatic submission (fast, requires stored LUCID credentials).

Plausibility check

Before each export Reguly automatically checks:

  • whether all required materials are reported,
  • whether the quantity differs sharply from the previous quarter (more than ±50% → warning),
  • whether totals per material match the expected order of magnitude (e.g. not 10t glass when you run a small online shop),
  • whether your LUCID number is stored.

Warnings do not block the export

You can export despite a warning — responsibility for quantities lies with you. Reguly helps with detection, not with deciding.

FAQ

How often do I have to report quantities?
LUCID requires an annual report. Reguly recommends quarterly capture so the year-end numbers are precise. You collect per quarter — the annual report emerges from the four quarters automatically.
What happens if I miss a report?
You can capture reports retroactively — Reguly stores them with the correct quarter stamp. LUCID accepts retroactive corrections but you should make them deliberately because they remain visible in the LUCID system.
Is the Reguly report alone sufficient?
No — Reguly helps with preparation and submission, but legal responsibility stays with you. Make sure your LUCID registration is valid, that you have a contract with a dual system (e.g. Grüner Punkt) and that the quantities match your accounting.
What does direct submission cost?
Submission itself is part of your Reguly plan. No additional licences or interfaces required. LUCID charges no fee for reporting; licence fees go to your dual system.
Can I correct an already submitted report?
Yes, via the 'Correction report' tab. Reguly marks the report as 'corrected' and submits the new version. In the audit log you see which values changed — important for internal control.
