Packaging register

LUCID is the producer register of the Zentrale Stelle Verpackungsregister (ZSVR). Since 12 August 2026 the German Packaging Law Implementation Act (VerpackDG) applies, implementing the EU Packaging Regulation (PPWR). Every producer first making sales, grouped, shipping or service packaging available in Germany must register beforehand (§ 6 VerpackDG), participate in a dual system for packaging subject to system participation (§ 7) and also transmit the reported volumes to the ZSVR (§ 9). Registration and data reporting are personal duties: delegation to third parties is excluded (§ 5(1) sentence 2).

Consequences of missing registration or system participation: sales ban and fines up to €100,000 (registration, reporting) or €200,000 (system participation) under § 66 VerpackDG.

• Prepare registration: The assistant compiles the details required by § 6 VerpackDG from your brand data and links to LUCID. You register there yourself and enter the number (DE + 13 digits) in Reguly.
• Store system operators: Which dual system you participate in, with which reporting cycle and share. With several systems Reguly splits the volumes.
• Calculate volumes: From units per product and weight per packaging component Reguly calculates the mass per LUCID material type in kg with three decimals. Only units subject to system participation count.
• Generate XML for LUCID: The file follows the ZSVR XML schema (version 1.0, UTF-8 with BOM) and is validated against the official schema before download. Reguly shows the same values for entering in your dual system’s portal.
• Document the filing: Every report run records report type, period, masses, checksum of the XML and the times you reported to the system and in LUCID.

   Check brand data

   Reguly uses the data from your brand profile: company name, address, tax number or VAT ID, authorised representative, contact. The assistant shows what is missing.

   Brand names and packaging types

   LUCID asks for the brand names under which you make packaging available and for the packaging types (subject to system participation, not subject, deposit single-use beverage packaging). Reguly derives them from your products and packaging units.

   Register with LUCID

   Reguly links to lucid.verpackungsregister.org and shows your details alongside for copying. Registration is free; the ZSVR usually confirms it within a few working days and issues the registration number.

   Enter the registration number

   Enter the number in the format DE + 13 digits in Reguly. Lost the number? The ZSVR public register lists every active registration, searchable by company name or VAT ID. Changes to company data, brands or packaging types must be reported in LUCID without delay.

   Maintain unit counts

   Under PPWR → Packaging register → Volumes you enter the units per year per product. Grams per unit come from the packaging units; missing weights show up as gaps.

   Choose report type and period

   Year-end (actual volumes of the previous year, by 1 June), planned volume (following year, by 31 December), intra-year report (per contract with the system), supplement (difference after 1 June) or deduction volumes. The period must not span calendar years.

   Check the preview

   Reguly shows the mass per material type and system operator, the products included, excluded units with reason and open gaps. If a weight or unit count is missing, the report is blocked until the gap is closed.

   Generate the report

   Reguly generates the XML file, validates it against the ZSVR schema and creates a report run. Enter the values in your dual system’s customer portal first; both reports must be identical.

   Upload to LUCID and confirm

   In your LUCID account: Data report → Submit data report → XML report → Upload file. LUCID shows the values in the report form; you check and confirm. Then tick off both uploads in Reguly and close the run.

Before Reguly generates a report it checks:

• whether a valid registration number (DE + 13 digits) and at least one system operator are stored,
• whether every packaging component of the included products has a weight and a material,
• whether the shares of several system operators add up to 100 %,
• whether the XML is valid against the official ZSVR schema.
