Recycled content (Art. 7)

Record PCR shares per component, evidence them and check them against the minimum quotas for 2030 and 2040.

What does Art. 7 require?

Art. 7 sets minimum shares of post-consumer recycled content for plastic packaging — staggered by material class, with two milestone years, 2030 and 2040. PET bottles in food contact carry different quotas from other plastic packaging.

Reguly keeps a PCR entry per packaging component, with value, recycling method, evidence and validity. The status is computed live against the threshold: compliant, at risk or non-compliant. When a certificate expires, the entry falls back.

What should be recorded?

  • Every plastic component. Bottle, sleeve, cap — one value per component, not one for the product.
  • The method. Mechanical, chemical or mass balance. The regulation does not treat them alike.
  • The evidence. A certificate such as EuCertPlast, or batch-level supplier evidence — with an expiry date.

Fields per entry

A value without evidence does not hold

The quota can only be claimed with verifiable evidence. Reguly accepts values without it but flags them as at risk — so the gap stays visible and does not end up in the declaration of conformity.

Common questions

The quotas only apply from 2030 — why record them now?
Because the evidence cannot be obtained retrospectively. Anyone claiming a quota in 2030 needs an unbroken series of records up to then, not a single value from the milestone year.
What is mass balance?
An allocation method where recycled content is assigned to a batch by calculation rather than physically. Reguly keeps it as its own method because recognition depends on it.
