The EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40. It has applied directly in all EU member states since 12 August 2026 and covers packaging across its whole life cycle.
Yes, if you sell packaged goods in the EU. Your obligations depend on your role.
Usually yes. If you fill under your own name or brand, you are the manufacturer. Plain shipping boxes with a shipping label are declared by the box maker.
Declaration and technical documentation since 12 August 2026, fines in Germany from 12 February 2027. Labelling from 2028 at the earliest, recyclability from 2030.
Both. You sign the declaration under Annex VIII, and the technical documentation under Annex VII holds the evidence per component.
They get the request in their language and an automatic reminder. They do not need an account.
That the producer is registered, the packaging carries an identifier and the manufacturer is named with an address. Only importers have to keep the declaration.
