Reguly

PPWR software · Regulation (EU) 2025/40

PPWR software for every obligation of the EU Packaging Regulation.

Declaration of conformity per Annex VIII, technical dossier per Annex VII, recycled-content and substance evidence, volume reporting — one solution instead of five spreadsheets. For manufacturers, producers, importers and distributors in the EU.

Reguly provides software, structure and evidence — not legal advice. The binding legal assessment of your individual case stays with your law firm or an accredited body.

Your role

Does it apply to me?

Your role in the supply chain decides what you owe — not what you manufacture.

  1. Producer

    issues the declaration

  2. Importer

    checks it and is liable

  3. Distributor & fulfilment

    passes it on

One company can hold several roles at once.

Automated compliance checking

When a supplier changes its details, Reguly re-checks automatically: every affected packaging item is measured against the thresholds again — recycled content, substances, PFAS, including the 2030 and 2040 stages. You see straight away which evidence that invalidates.

Automated document review

The values sit in your supplier’s PDF — not in your spreadsheet.

The most laborious part of the PPWR is not the form, it is the sourcing. Material details, recycled-content shares and substance statements arrive as a data sheet, a certificate or prose in an email — in every format except the one you need.

Reguly sends the requests without forcing your supplier to create an account, reads the answers including attachments and proposes the values in structured form. Every proposal shows which document and which passage it came from. Nothing enters a document before you release it.

PPWR compliance does not reduce to data fields. The regulation keeps developing through delegated acts, and the decisive questions arise where your setup is specific.

Where we work alongside you

  • Classify roles and obligations

Which role you hold per product line — and what follows from it.

  • Questions of interpretation

Unclear requirements placed with legal expertise instead of guesswork.

  • Build supplier management

Who supplies which detail, at what cadence and on what basis.

  • Audit preparation

Evidence and documentation prepared to survive an inspection.

PPWR FAQ

Common questions about the EU Packaging Regulation.

Who does the EU Packaging Regulation apply to?

To everyone placing packaging on the EU market — manufacturers, producers, importers, fulfilment providers and distributors. The role decides the scope of obligations, which is why it is determined first during onboarding.

When does the regulation apply?

The cut-off date of Regulation (EU) 2025/40 is 12 August 2026; it applies directly in every member state (Art. 71). Individual obligations only start in 2028 and 2030 — the roadmap separates them and puts a date on each one.

The cut-off date has passed — do we still need software?

The cut-off date was the beginning, not the end. From here the triggers keep coming: a trading partner requests documents, a supplier switches material and invalidates an existing declaration, the next artwork round starts, the quarter closes. Those recurring states are exactly why a one-off push in Excel does not hold.

Would a spreadsheet not do?

For a handful of packaging items and a single declaration: yes. The effort shows up on the second round — when you have to prove where a value came from, who released it, and which documents are affected once it changes. A spreadsheet answers none of those three questions.

What does the PPWR software cost?

The price depends on the number of brands and the packaging scope. That is why the pricing page states what is included rather than a list price — we name the figure in a call.

How long does onboarding take?

That depends on your data, not on the software. If packaging data already exists in structured form, the first declaration is a matter of days. If details have to be collected from suppliers first, their response time sets the pace — which is why sending the requests is the first thing we set up.

Where does data come from that only the supplier holds?

The data hub sends structured requests to your suppliers, extracts the values from their answers and attachments, and puts them in front of you for release. The supplier needs no account for this. Nothing enters a document before you release it.

Do we get support with the implementation?

Yes, at two levels. Setup with email support comes with the software. If you want the first implementation accompanied, book the four-week programme with FindingSustainia — there you work on your own packaging portfolio, not on examples.

Does Reguly replace legal advice?

No. Reguly provides software, structure and evidence. The binding legal assessment of an individual case is made by a law firm or an accredited body.
