Anyone looking for a PPWR software comparison is usually under time pressure: the date of application of the Packaging Regulation on 12 August 2026 is approaching, and the technical documentation and declaration of conformity are no longer supposed to be produced in spreadsheets. The market is young and hard to survey — vendors come out of packaging management, the ESG world or the ERP space, and hardly any of them publish prices. This overview places the main solutions in context neutrally, shows which functions a PPWR software has to cover, and helps you find the right category for your company.

When do I actually need PPWR software?

Dedicated software pays off as soon as the number of packaging items, variants and supplier records goes beyond a handful. For a few stable packaging items a carefully maintained document can be enough. But once several dozen articles, recurring design changes, recycled-content and recyclability evidence or retention deadlines come together, manual upkeep becomes error-prone and hard to evidence.

For every piece of packaging placed on the market the PPWR requires technical documentation, a conformity assessment procedure and an EU declaration of conformity (Art. 15, 38, 39). These documents have to be kept current and held in an audit-proof way for years. Software earns its keep exactly where that structure, currency and provability across many objects would otherwise stop being manageable.

Which functions does PPWR software have to cover?

A PPWR software should map the whole path from capturing packaging data to the finished declaration of conformity. When comparing tools it is best to check whether every one of these steps is supported — and whether the results are evidenced against the text of the regulation (Regulation (EU) 2025/40) rather than merely advertised as “PPWR-ready”.

  • Portfolio capture: structured recording of all packaging, components, materials and weights as the data basis.
  • Technical documentation: building the dossier under Annex VII (Module A, internal production control) with material details, standards references and evidence.
  • DoC creation: guided completion of the EU declaration of conformity with all mandatory fields under Annex VIII (Art. 39).
  • Recyclability and recycled content: assessment of recyclability (Art. 6, Annex II) and documentation of the minimum recycled content for plastics (Art. 7).
  • Labelling: support for the labelling and identification obligations for the packaging (Art. 12, Annexes IX/X).
  • Supplier evidence: obtaining, managing and linking material and conformity details from upstream suppliers (Art. 16).
  • Standards and deadline monitoring: tracking changes to packaging, standards and the staggered PPWR dates, including the duty to update.

Which PPWR software vendors are there?

In the German-speaking region, public market observation counts around 30 vendors, many of them from classic packaging management, others from the ESG or ERP space. No vendor publishes list prices. The following overview summarises publicly available self-descriptions (as at July 2026) neutrally — it is not a test and not a ranking, but an orientation aid on positioning and focus.

Packa positions itself as specialised SaaS for packaging management and the PPWR, focused on FMCG, food and cosmetics, and by its own account relies on AI-supported packaging data. The company states it has over 300 customers.

Tanso is an ESG and product compliance platform from the German-speaking region aimed at mid-sized companies and industry. It links the PPWR requirements with carbon accounting and CSRD reporting, placing packaging compliance in a broader sustainability context.

Packaging Cockpit comes from Circular Analytics and is distributed through BPC. The focus is on the declaration of conformity, calculating recyclability and the life-cycle assessment of packaging.

VERSO integrates the PPWR into a supply chain hub and combines master data management with supplier requests and the creation of the declaration of conformity.

Consust (FramesCube) is a German ESG platform with its own PPWR module that guides the user through a structured process to the declaration of conformity.

cubemos is a Munich-based ESG platform that likewise offers a PPWR module and embeds packaging compliance in its sustainability functions.

SAP Responsible Design & Production (RDP) is natively integrated into S/4HANA and covers EPR reporting across several countries. The solution is aimed primarily at large groups with an existing SAP landscape.

Why no vendor publishes prices

Unlike many SaaS tools, no vendor in the PPWR space publishes list prices (as at July 2026). Prices are calculated individually by portfolio size, modules and the share of consulting. For a solid comparison you therefore have to request quotes actively and lay the scopes side by side — a price tag on the web is not a realistic expectation at present.

Which software suits mid-sized companies — and which large groups?

Two patterns emerge broadly: large groups with a grown IT landscape benefit from deeply integrated solutions such as SAP RDP, because master and transaction data already sit in the ERP and cross-country EPR reporting is required. Mid-sized companies, by contrast, tend to need a standalone solution that can be introduced quickly with a guided path to the declaration of conformity — without a months-long integration project.

What does PPWR software cost?

There is no generally applicable price: no vendor publishes list prices (as at July 2026). Costs depend on the size of the packaging portfolio, the modules chosen (recyclability, life-cycle assessment, EPR reporting) and the amount of consulting and onboarding. A realistic comparison only emerges from concrete quotes — pay attention to one-off setup costs versus recurring licence costs, and to which functions are included in the base package.

What should I look for when choosing?

Beyond the range of functions, what decides above all is how well a solution fits your organisation, your portfolio and your timeframe. The following checklist helps to compare offers in a structured way instead of being led by marketing terms:

  • Does the software cover the whole path from capturing packaging to the finished declaration of conformity — or only parts of it?
  • Are the results (recyclability, recycled content, mandatory DoC fields) traceably evidenced against the text of the regulation (Regulation (EU) 2025/40)?
  • How are changes to packaging and standards captured, and how is the duty to update the declaration reflected?
  • Does the solution fit your IT: standalone SaaS or deep ERP integration?
  • How realistic is the time to the first solid declaration of conformity?
  • Are further regulations (Digital Product Passport, AI Act) covered as well, or do you need separate tools for those?
  • How transparent are the pricing model, contract term and support?
  • Is the filing audit-proof, and are the retention periods (5 or 10 years) supported?

How does Reguly differ from pure packaging tools?
